Are you salvaging equipment? That turns a lot of stuff into Jute scraps.
As the person above me said salvage, only the whites and salvage items though.
Sell the blues and the greens if you don’t use them and buy the rest that you might need, jute is cheap now
Also bags you get from centaurs and bandits will give you jute if I remember correctly.

I usually salvage the blues and greens since for me selling it at the moment it is a matter of copper. I wondered though would a blue or green automatically give you more Jute or a better chance of jute or is it just the salvaging packs that determine more jute per salvage? Or would the blues/greens give higher tear crafting mats?

It depends largely on the required level of the item. Items from level 1 – 19 will salvage into Jute, with the higher level/priced items giving more Jutes. (Generally, chestpieces and leggings will give more scraps than gloves/headgear/boots too.)
Items from level 20 onwards will start to salvage into Tier 2 mats like Wool, although on rare occasions you may still get Jute from them.
In most cases, I salvage any whites and blues for the materials for use in crafting, and either sell green items (because they’re worth more in coin than you can get from selling the mats) or if they have a pricey rune on them, salvage it with a Fine/BL salvage kit, then sell the rune.
Bandit bags will occasionally give jute, but rarely. They do provide other useful crafting items though. I’ve been hunting bandits for shredded garments, they can be salvaged for 1-3 jute scraps.
