Lore-wise fractals might be fun and all
There are 9 currently. With the next update there will be 12. That is decent variety and you don’t need to do fractals every night if you are a PVE only player. There are still dungeons and world events.
I do think we need a new zone though. A PROPER new zone that compares to the ones that came out at release. Not like Southsun. :p

you do it once for story, and then do it 100 more times, sounds like fun…
You could be right. On the other hand they are going to work on dungeons and when they are rewarding people will do them.
