What steps are being made to protect us from voter fraud and ballot stuffing.

This is apparently a “pirate election”. It’s all ABOUT vote rigging and vote buying.

They’re pirates. As clearly is portrayed in the mini instances where you have to protect the conquered Aetherpirate booty, every side is trying to secure as much funds as possible to try and win the contract with the Sanctum and thus effectively buy themselves into the Captain Council spot.

Pirates would just kill each other not vote.

No they wouldn’t.
Historically pirates are actually more democratic than most of the democratic countries in the world.

Pirates actually have better employee benefits and such than current jobs as well. You’ll want to keep your crew (employees) happy in a line of work where they can and will kill you.
