Maybe I am blind but I dont see anywhere some elections progress bar like Evon 51% Kiel 49%. If its not present how can we know Anet dont manipulate results?-)

We can’t. Most likely because they don’t want to here whines about manipulating if one side suddenly get a major influx of votes which changes the % quite a bit.

If i was a cynical person i’d say its because you can spend gems to push support for a candidate.
And if you saw that your favorite was losing big time or winning bigtime you wouldnt bother with spending gems. Because it would obviously be a waste of money.
