What happens in the event of a tie between Kiel and Gnashblade? Do both get a seat? Does the existing council vote on who gets the seat? Is there a sudden death voting poll? Do the quaggans get to decide? Is it rigged so that a tie is impossible?

chances of a tie are so minute it’s not really worth thinking about. :p
Given the fact we’ll vote using tokens and they have been announced to be recoverable from various origins, we can expect millions of them to drop over two weeks. Thus reducing the chances of a tie to such a ridiculous percentage that it’s not even worth to mention this possibility.
I would consider a ~48% vs ~52% of the community votes as a defacto tie.
The fact that players are actually thinking this is a genuine “election” and role playing it to this degree is cute…..
I believe Joe Biden casts the tiebreaking vote in this case.

But in all seriousness, I really doubt there would be a tie. I mean, hundreds of thousands of people voting, it’s beyond unlikely. They probably don’t even have a plan for it.
