Nope not allowed – against the rules! You can only buy votes from the peaceful zephyrite merchant. Otherwise you have to go murder any/everything else that he sold voting tickets to … which seems to be a LOT of things.

Many people will buy your votes. You just need to know where to look. Much like the US elections.
I won’t even use my dropped votes I’ll just use as many as I need to finish achievements.
