Hey. Just wanted to let you know that if you convert the Dragon Helmet to a pvp-skin, it will display as a lvl 1 item with only 16 armor.
Furthermore, it has attributes as were it a PvE-Item and you cannot put any runes into it.
It can be deposited into the locker however.
Maybe useful information:
I acquired my helmet the instant I logged into LA, without having seen any fireworks.
I also converted the item while being in LA AND I deposited all three skins from there. They went straight to the PvP-locker.
