There will be boxes, that will give you random rewards:
-Dragon Coffer: This coffer drops from Holo Dragons around Tyria. The chance it will give you Jade Ticket is pretty low, useally you will receive Dragon Candies (aka Zhaitaffy).
-Rich Dragon Coffer: This coffer works pretty much the same as the normal Dragon Coffer, however, the chance for looting a Jade Ticket is higher. Rich Dragon Coffers will not drop from any mob, and will only be available in the Gem Store.

Now that seems much more reasonable. People who spend real money do indeed deserve a higher chance. At least you’d think so.

Given how horrible the odds are at getting skin tickets from these long odds, premium event boxes, I’m going to have to guess that your odds of getting one from a normal Dragon Coffer will be somewhere in the range 1 in 1,000, or even higher. (I wouldn’t be surprised if it’s actually closer to 1 in 10,000).

If you read up on the GW2Hub interviews there is a quote from one of the ANet guys that the chances of reverencing skins are higher this time round.

‘We like the RNG style, but we also like to offer players several different ways to get rewards. We’ve given RNG and a way of working at it as well. The odds are much better than before. We’ve also modified multiples of rewards so you get them much more (as opposed to once). We feel that’ll give players the more ability to get what they want. Lastly, the weapon sets available is also a full set and we’re adding a Black Lion Specialist where players can use any previously unused tickets to obtain items from Wintersday or a choice of the molten weapons.’
