If I apply the Dragon Wings on to a back piece, can i transmute them on to a new one if i upgrade?

As far as I know: Yes with a transmutation stone.

I’m not sure what happens if the item is soulbound and I want to transmute the wings do an item for another char.

Yes, once an item has been transmuted it can be transmuted again as many times as you like. The only difference is that the first time you won’t need a transmutation stone (or crystal).

I think you can also do the trick where you transmute the skin from a soulbound item onto a white one to make it accountbound and then you can transmute it again on another character, but I’m not 100% sure about that.

I was lucky enough to obtain the holographic dragon wing cover from a wooden chest. Can you equip and unequip the wings at any time? Or is of hard to sell them after use? I am not sure if i want to use or sell them. I am new to the game and only lvl 15.

If you use them they will be at least account bound, so you won’t be able to sell them after that. You can pull them off and on as easily as any other item of gear; they will be in your back slot to the left of your accessories (lower right area of Hero panel). You can even leave them on and toggle their visibility in that slot.

You do need a back slot item to put the skin on; you can buy it in the gem store, or wait to a higher level to get a level-restricted one from the TP (check Spineguard and Brace as keywords in your TP search). If you use a white non-stat back item (gem store origin) you can swap it around between your characters, or so I gather from other posts in these forums.
