I think rich dragon coffer is available only through gemstore, also yielding a higher chance of receiving a weapon ticket.
Normal Dragon coffer is available as a drop, but has a significantly less chance of dropping a weapon ticket.
maybe they are making a new RNG box that can drop from an event or something that has a 100% guarantee for a ticket

Rich Dragon Coffers are probably purchasable in the Gem Store, whereas Dragon Coffers will drop as loot.
You may (or may not) be able to turn candy in for one or both. /shrugs

I think they’re using it to address the complaints of people buying $100’s worth of RNG boxes and not getting a ticket. Seems to me like the gem store ones will have a 100% guarantee and the drops will have a much smaller chance.

This is what I am hoping for.
I would rather pay 20 bucks for a guaranteed ticket than 100 bucks on RNG boxes, that is just frustrating for people.

I strongly doubt they will have a guaranteed ticket. If they were to guarantee a ticket, why not sell the tickets directly? Why put them inside a box? My personal guess is that they will have the same chance of getting a ticket as the drops and that they are called “rich” because they have items in there that the drops do not, or the same items but more of them.
Do I sound pessimistic? Maybe it’s because I think there have been enough people buying RNG boxes in the past that ANet thinks this is the best way to make money.

Sorry, mate, but I come from America and I moved to Australia. You can’t tell the difference if you haven’t lived in BOTH places.
The fact that you are Australian makes you completely unqualified to see the different from the outside looking in.
And if it’s such a small part of the culture, why is there such a push now to reduce it in sports? Why is that wretched Waterhouse bloke all over the sports shows, and even morning talk shows.
You won’t find anything like that in the US.

Do NOT buy the Rich Dragon Coffers. Just because Anet says the chance to get the ticket is higher doesn’t actually mean much. They could have increased it from a 1% to a 2% chance which still sucks.
INSTEAD, farm for the normal Dragon Coffers. It has a high drop rate and you can get them from any monster in the open world. While the chance to get the claim ticket is lower, the number of coffers you get is HIGH (and you can also buy them from the TP, current price 9s). So, overall, it is better to save your money and go for the normal coffers only!

Nobody. Nobody wants RNG ways to get skins. That’s been the whole problem with the boxes this whole time.
It’s a lottery box designed to get people with poor impulse control or gambling addictions to waste as much money as possible in pursuit of a weapon skin ticket. It offers better odds of getting a skin than an ordinary Dragon Coffer that you can get from game play. However, we are still talking long odds and it’s very possible if you sit down to buy these coffers until you get a weapon skin ticket you could spend $100 or more in that pursuit.
In short, it’s a way for them to fleece money from players who are prone to throwing money away on RNG, (Random Number Generator), lotto boxes.

Out of 25 Rich Dragon Coffers… i got candy. No mini, no ticket. Out of about 200 regular coffers I got 2 mini’s. I ve read people buying 60+ Rich ones and got no mini or no ticket. I would not get your credit card out.
