So I finally got my wings. Hooray! Now, I planned to give them to my thief, who is currently a level 11. I have a mesmer who is a level 70. Since I need to transmute the wings with something to give it stats, should I level up my mesmer to an 80 and give the wings to her instead? I really want my thief to wear the wings..but I can’t if the stats aren’t very good :/ can I transmute the wings more than once?

You will have to use a transmutation stone/crystal, but yes you can. Pretty sure someone confirmed this in another thread.

You can transmute multiple times. If you have excess money, I would suggest purchasing a Quaggan or Tiger backpack skin bundle (preferably the bundle item, and not the skin there IS a difference). Upon using the bundle item, you will receive the backpack skin along with a level 1 account bound backpack. You can then transmute (or just place) the Dragon wings onto this level 1 backpack and it will remain account bound. From there, place it on the toon you wish until high enough level to get stats (30, iirc, unless you count Engineer backpack or Wintersday backpack).

The Quaggan and Tiger backpack bundles are ~2g, but so are the skins, so be careful when you purchase it (although you can sell it for ~80% money back if you do get the bundle!) At least… last time I checked.
