Shattered Wings shouldn't be soulbound!
The interface for transmutation stones/crystals has a warning in red letters:
“Warning: Transmuting an item will make it soulbound.”
The same text appears with the transmutation interface for the wings.

I feel a bit ripped off by this, and while I’m not usually one to whine about stuff going amiss in the game, this really peeved me.
After running around for hours and hours hoping for the regular wings to drop, I finally just bought a pair off TP, because I liked the way those ones looked on my main char, and I really wanted to use the Shattered wings on my alt (an Asura.) When I logged in last night on my main (a human thief) I got the Shattered skin in my mailbox. Since I was already doing some stuff at a Black Lion merchant, I figured I would just pick up a spineguard there for my Asura, put the skin on that (WITHOUT EQUIPPING IT), and then drop it in my bank for the next time I logged in that char.
When I did that, the item was now soulbound! I couldn’t even give it to my Asura. Are all skins like this, soulbound on use, even if you don’t equip the item but just use the transformation stone? Because that really, really sucks. I had no intention to use this item on my main, I was just getting the transformation out of the way while I had the items in my inventory. And it’s not like I can just buy another pair of these, since they’re ONLY dropped from this event. I could save up my gold and buy a pair of the regular wings, but that doesn’t fix anything because they are not the ones I wanted and worked for in the first place.
Contacted support, and the answer was “sorry, can’t replace them for you” and I’m really not happy about that. If an item is soulbound on use, IT SHOULD SAY THAT IT IS. So while it’s nice that I did get the achievement, it’s basically worthless to me now since I can’t even use it as I intended.
So let it be a warning for people planning on using skins! Make sure you’re activating the skin on the character you intend to use the weapon, or else you’re screwed out of it.
Yup. In fact, as you are transmuting the wings on a backpiece, a sentence shows up in bright red font at the bottom and it says “Warning! Transmuting an item will make it soulbound!”
As a person who transmutes things all the time I can tell you don’t worry about it. Get a transmutation crystal and just transmute it to another character’s backpiece. All is not lost.
Yeah, there was definitely a warning. There always is whenever you transmute something.
If you can get a white or blue backpiece, you can transmute it onto that, making it not soulbound, then put it in storage, take it out on your other character, and finally transmute it AGAIN to re-bind it to the new character.

How does that work if I can’t put one character’s item into another character’s inventory? Or can I transmute directly from my bank? Because that would be amazing if I could do that!

Erm isn’t the skin just a skin, surely the bit that’s soulbound is the item you put the skin on? Did that say soulbound on use in its description?

That’s what I mean: I put the skin on an item I hadn’t even used yet, that I had just bought from the TP, wasn’t soulbound. I applied the skin to the item and was going to drop it in the bank. I didn’t realize applying a skin was “using” the item

You read my post before I edited it to add the bit about the wing skin. I accidentally posted instead of previewing. I thought my edit was pretty fast but you were faster checking for replies.

If you transmute to a non soulbound on aquire backpiece on your main it will become accountbound. You can then re-transmute with your alt.

Just a couple comments
Firstly, for all skins and transmutations, if you put a skin or transmute a skin to an item that say “soulbound on use” the resulting item will be soulbound to that character. If the item does not say that, then the resulting item will be account bound.
Secondly, the wings are a back item. I believe the only back items not soulbound on use are the straps that come in a backpack cover set such as the quaggan or char back pack. So to transfer the wings to another toon you will have to buy a backpack set either from the gem store for 300 gems or from the TP for6-9 gold. Be SURE to get a backpack SET, not cover as the cover does not contain the unbound strap.
It is possible to sell the cover of a Trading Post backpack set after opening it. That will allow you to minimise your losses, while keeping the strap.
It would be somewhat ok, if they didn’t set a precedent with the Secrets of Southsun backpieces, which are account bound. I understand the difference between a skin and the full item, but couldn’t they have done the same thing as they did then? Just give us a masterwork backpiece with the wings skin that is account bound?
Agree, It should be account bound. Because many of us have been playing the event with all our alts. The one reward for participating in the whole event should be usable for all our alts.

I don’t think you can transmute from the bank.
You will need to have the shattered wings in the inventory of the toon that originally applied them along with the straps from the quaggan backpack (if you have already applied the quaggan to the strap you can transmute over it) and then use a trans stone/crystal to combine them. At that point it will become account bound.
I had transmuted it with an account bound backpack strap (I have no idea where I got it from) and that made the wings account bound.
