Suggestion: 1 guaranteed skin per event.
You did get a skin for free, it’s the dragon helm.

1. Turn in 1,000 RNG boxes for a skin of your choosing. This would be a one time trade per account.
2. Have it be an achievement/quest reward for the events quest line.
3. Simply mail a ticket to our account.
First, thank for not complaining about X chests and still no ticket. And I’d agree it would be nice to “guarantee” a skin somehow. Personally I say no to 3, as I’d rather work for my stuff. And based on the current drop rate I’d say no to 1 as well. With any static exchange you have the problem of it being too little (though good idea with 1/per account. I forgot that the laurel merchants already have something in place like that), or too many (see wings bought via candy).
Personally I think a lot of us want more persistent (or at least substantial if temporary) content. That doesn’t go exactly along the lines as your number 2 (remember we can get 2 free things via achievements for this event already) but it is the one I agree with most. I’d love a hard solo dungeon, or a series of hard solo instances to get a skin, but that will most likely exclude any new comers from getting it (and that isn’t what a holiday event is about).
While I don’t just want to throw your idea out, as it would be nice (but not mandatory) in the future to have something other than a rnd chance to dictate who gets a special item. But remember that rnd is one of the “best” ways to allow people of all skill levels/play styles/monetary statuses/availability to play to all have a fair shot at something. Also since this is how they were advertised I didn’t expect any different.
Number 1 might work if you could establish a reasonable effort/reward. Maybe a combination of Dragon Coffers, Z-Candy and Achievement points within the Dragon Bash event. Make it high enough that those who are truly interested will invest the time. Not sure what the threshold would be… maybe 2,000 coffers and 10,000 candy. Not sure what the total number of achievement points is, but say 80% of the total available might be reasonable. Or boost the numbers if those are deemed too reachable… but at least it would provide an option to obtain beyond luck.
I guess the problem would be that nobody would be using gems to buy the rich coffers…
I think RNG is dumb when it comes to events, but I also think that a player should work for a skin or special item. For example, the Wintersday event was perfect when it came to the minis: All you had to do wakitten Tixx’s dungeon several times and get the materials and build one. Not easy, not hard, but requiring some dedication; and I earned my Princess Doll and Toy Soldier. (And if Anet still wants to make $$$ on such items, sell them straight up, too.)
