Its areas leading to LA from the others cities, ie any zone you would pass through if you ran to LA from a starting city. Seems to have confused a lot of people.
It’s only level 1-35 areas.

- Festival planners have added effigies to the explorable areas leading to Lion’s Arch. Players who dance before the effigies will be granted a health bonus of up to 10%.
THIS is what their message directs you to. They need to change this, seeing as it is completely wrong.
“Completely” is an overstatement, since they didn’t say ALL explorable areas leading to Lion’s Arch.

Stop trying to excuse Anet’s typical poor communication. They have made a bad habit of stating differing things in different places.
Well, technically Plains of Ashford doesn’t really lead to LA, since Black Citadel connect directly to Diessa Plateau.
