1500 citizen rescue tier, how is it possible?

As time goes, half of the people are just going to hunt for heirlooms, which doesn’t help the total goal at all.
Other than the bug, I have never seen numbers break 1000, with most runs ending at 500-700. Main isn’t doing a lot better than OFs.
So you put all the shiny mini cobalt heads in the ultimate tier reward chest and we can’t even get close to getting them. When can you learn that public maps don’t work together like a guild?
EDIT: did one run with TTS, 75 on TS, we got ~1200, so..

People ignore the citizens in favour of event/champion trains in the belief of obtaining great loot.
I think most people do not realise that you get a tiered reward depending on the quantity you save. Maximum is supposed to give you a chance of obtaining previous living story rewards. Seems foolish to me that people ignore the citizens so much, most I have ever seen was six hundred, thirty of which was rescued by me personally.

I think most people are still unaware/confused about how the mechanics work. They don’t seem to realise that everybody in the map gains rewards whenever we hit 500/1000 etc. citizens saved, and that the REALLY sweet loot comes when we start hitting the high numbers.
We just need to educate people and get the word out, much like people explaining what to do for the Marionette fight. We need posts up explaining what’s the best order to tackle events, put together teams to escort civilians, and have some people going around and rescuing citizens.
Basically, we need to organise ourselves, just like a real disaster.

Saving citizens doesn’t reward me with xp or drops, which matters to me as I’m <80.

Sanctum of Rall did 1700 on the first day, i think it was the 2 or 1 try. I think it was SoR, i am from SoR but entered a gate, then i went back in overflow and then a gate again and appear on my main server i think? and we made it to 1700 so yea is possible.

The citizen saved count goes up when you rez defeated villagers and soldiers and citizens. And you do get xp for rezzing. Also it does reward you with drops because the bags you get at the end are based on how many were saved.
I got in Tarnished Coast main’s fight this evening right the hour before reset. The count was over 2K but that might have been the bug that wasn’t resetting the count for new assaults. (There were other less helpful bugs, like Lawsson just standing still).

It’s highly likely that those are due to bugs which never reset counter from previous try.
