I entered Scarlett’s Lair yesterday with a toon that never had power cores or prior access.
The power cores are not required.
I guess its unknown at this time.
Why not go onto the toon(s) you used to get initial access?

Are you sure it’s character-based and not an account unlock? Given the amount of farming that was required for the power cores, it would seem reasonable for it to be account wide. Unless you’re saying that you never went to the Lair at all before I don’t think this is necessarily a change.
Given that they also removed the loot chests in there, i suspect the idea is that now the lair has been broken open and stripped of anything valuable. I have not visited, but others claim the place now looks like it has been ransacked.
