Well in the other lore present in the game LA is estimated to have a population of ~50,000.

It’s possible that the poison gas affects them easier than it does an adult. So, even though you got them out “in time” by your standards, it still wasn’t fast enough.

They ship the kids off to boarding schools and such, deep in the mountains. Just cuz their home is destroyed and most of their friends and families are dead doesn’t mean they should forget about their education.

Realistically speaking? The unfortunate fact is that children are the worst affected by any poison gas attack. Not just because they’re more vulnerable, but because of their smaller stature, they’re usually closer to the ground, which is where heavier poisonous gases tend to settle, meaning they breathe in more of it than adults do.
The NPC dialogues at the camp suggest that most of the adults succumbed to the gas even after evacuation, so yeah, odds are not good for the children.
