Guild Wars 2

Just wondering if anyone knows where these drop nowadays,
suddenly found 7of them in my inventory.

The citizen reward bags for citizen rescue in LA; I saw someone say they got some from a low tier bag, but it might only be the 5th one that can give those (as well as a variety of other items from previous LS events.)

I got them by the citizen reward but I am not sure if it was for 100 citizens saved or 300.
