Is there any way to get this skin now? If not will it be possible in the future?
I kind of missed out on that update and now it’s the perfect item to complete my characters looks and no other headgear is even similar.
very likely, not gonna happen. As it was released as a meta achievement reward, there is little chance of it returning. As an example, current rewards are drops only from mobs or chests on the ground: http://wiki.guildwars2.com/wiki/Ultimate_Citizen%27s_Rescue_Bag
Your best chance is for them to re-release a skin that looks similar, but not exactly the same.
