Is personal story going to be changed permamently?
Imo it’s a good idea, cause it’ll feel more ‘personal’ for people who finished it alredy

You will simply enter the LA Personal story part from another entrance, as confirmed here:
Personal story steps will be accessible through a new entrance. Hwang’s team has taken steps to ensure that the city will remain fully explorable for map completion, although if you’re especially fond of a particular view…well, you might want to grab screenshots while you can. We were also warned that exploration isn’t exactly going to be as safe as it currently is.
And seeing as Personal Story is basically locked in time there should be no issues with LA appearing in its former state for those missions.

see that’s where you are wrong. There hasn’t been a single connection between personal story and living story. Check it for yourself. In the living story there isn’t a hint about the pact forces or destiny’s edge. Anet’s been careful not to spoil anything from the personal story while making their living story. it’s going to be fun to see that LA is burnt down then people are going back to a shining and glorious LA just to defend it from zhaitan. Moments later it is burned down again. I wonder how this turns out even if i don’t play anymore.

Well, Scarlet’s ships were stolen from the pact.
And that the characters of the LS have connections with the Destiny’s Edge.
It is a good thing that they are moving on. Yes, people will enter the step of the personal story and they will see LA before Scarlet’s attack. No, that’s not a bad thing. That’s a good way to move forward without having to re-do the PS. That means that we can solve things that the PS left unsolved through the LS, like the charr getting rid of the ghosts or the peace treaty being signed.
Burning down LA means that ANet is finally making the story go forward. They are not afraid of causing conflicts with the PS anymore. They are not afraid of actually changing the world. New players will have to deal with it. A simple warning, like “You are witnessing past events”, will suffice.
