The thought just occurred to me. What if destroying and rebuilding Lion’s Arch serves the additional purpose of letting them set it up for future player housing development?

I doubt it but that would be very cool.

Definitely not… There is no way player housing would work in a zone like Lions Arch. Besides if player housing were to be implemented it would be as an addition to the existing personal home that is found in your races city.
