I first noticed it in Brisban wildlands and then in Rata sum that there is new background music. Its very soothing and sounds like flute and harp and string instruments.
Has anyone else noticed this? Is there any arenanet confirmation to this? Is there a reason for it? who composed it?

I really did enjoy hearing it, it sounds beautiful ^^

I noticed this in Mount Maelstrom the other day, as well. The song is called The Tengu Wall, and it seems to have been put into the main soundtrack rotation in one of the most recent updates. Previously, the only place it appeared in-game was the Dominion of Winds vista in Caledon Forest.

As for composer(s), Jeremy Soule and Julian Soule (if you enjoyed the song, you might like the Elder Scrolls music – also composed by Jeremy Soule). I like the added rotation, the song definitely wasn’t getting enough use.
