Might have gotten a few, but yeah, thats not the main source for hierlooms.
If your interested in those you need to search rubble piles in LA (dulfy has an excellent map and guide). They reset at least once per day yielding up to 40 per day. On top off that the ultimate group effort chest (if your map rescues 1200 citizens in a single cycle) you also get 4 garanteed hierlooms.
same here… been farming this LS like a freak all week, also rescuing like a crazy person. Opened tonight 5 ultimate bags and probably 70 of the rescuing bags. I can only guess well over 500 alliance bags. Nothing but greens, 6 yellows, and a couple of 5-8s recipes. If I made 8-10g all week, it would be a generous estimate. Can’t express how ticked off the RNG get’s me.

I haven’t kept count, but I’ve opened a ton of those bags. Mostly I just get the usual stuff, but I do have one of each endless Quaggan tonics. I have around 130 Heirlooms so far, but that’s from getting around 15-20 rubble piles per day since the update, in addition to the saver bags. Haven’t ever hit the 1200 saves yet though, never get onto the lucky overflows.
You get heirlooms from rubble piles and the bags for reaching treshold for saving citizens. Alliance bags don´t have them in their loot pool (as far as I know)

Exactly this. Start helping those that save citizens!
That’s because alliance bags do not contain heirlooms. The group effort bags do, but in small amounts – the main source of heirlooms are the rubble piles all over the city.

Heirlooms come from rubble piles (40 per day) and citizen saving bags (minimum of 1 from each standard bag and 4 from each ultimate bag, but they can contain stacks of 5 at random)
You need to save citizens if you want the heirlooms.
I’ve gotten some heirlooms from alliance bags as well. Not many, but some.
I have got heirlooms from alliance bags also. Very rear though.
