I got a mystery quaggan tonic – cuteness precursor. Why?
What question is it at all? Are you asking if precursors can drop in this event? Yes, they can – any level 80 mob can drop one.
If you think you, personally, can drop one, you should start thinking about buying some lottery tickets however – your chances to win something nice will be greater.

Someone got a precursor from an alliance bag. Precursors drop from anything that can drop an exotic, so yes you can get a precursor from these events. You just got to be lucky…

Any enemy that can drop level 80 exotics has a chance of dropping a precursor.
They can also drop from other places, including apparently the alliance bags, but the chances of that are extremely low. (As are the chances of getting a precursor from anything.)

Before they nerfed the counter to 1500 to 1200, precursors were dropping like flies on map chat, as were all the rare items like Monocoles and jet packs. I saw a few precursors reported in guild chat.
When they nerfed it to 1200, understandably they had to nerf the rewards as well.
