So on closer inspection, it seems like Crusader Angaria’s problem may not be a bug so much as being designed to fail. Given the following:
-NPC follows path to its work-site.
-NPC gives up whatever it’s doing to attack hostiles.
-Hostiles appear frequently, up close, and many teleport to their targets (again, and again, and again, ad nauseam).
-En-route, NPC leaves its path to fight. It must then return to the point at which it left its path and begin again. Then more hostiles spawn.
-At the work-site, NPC leaves its work to fight. It dies in moments to risen nobles spamming their AOE/teleport. It gets revived, runs toward work-site, and more hostiles spawn.
-Event timer.
Didi on the other hand seems to pause waiting for attacks that never arrive, the last few times I did this chain. Presumably because the risen realize that by all spawning at Angaria they can guarantee neither event can be completed.
