Hello, i started my 3rd character and had a lot of gold to spend. so i bought a the ingreediants to get from 1-400 in artice. i gained 11 lvls from my lvl 10 asura. so i’m wondering that when i do the lvl 13 heart events do i stil get good exp for my lvl 21?

Yes. Exp rewards scale with your own level.
