Would like to know as well, finished last bit of karma for last piece of legendary yesterday and have been looking for working karma vendor since. So close yet so far.

Don’t think so ANET has been taking their sweet kitten time fixing these problem areas. Melandru’s is messed up also and I need that area to finish my armor set.

It is working on Sea of Sorrows. We killed Balthazar last night. The event chain has an insane amount of work to get it started and the balthazar fight is the most epic I have had in the game so far. We failed the first time then had to redo it (about 100 people were fighting him).

Jade Quarry has downed Balthazar recently!

As of 10 hours ago, the “Escort the Pact” event got stuck, and the event is now bugged.
