Karma vendor at Arah entrace, is he gone?

Hi guys, so i havent done arah for awhile and few days ago i went there to buy some karma armor but even though the dungeon is uncontested i can find the vendor for several days, i asked around and noone knew for sure.

Am i just missing him or is he bugged?

If it is, Arah is under Risen control — and no temple vendor. The Arah WP and dungeon were made uncontested some time ago because people wanted to do the dungeon without doing the Arah chain.
