I am 76 and i cannot get rewards for Penitent Camp n Shelters DEs..? Is there a level requirement..?

Not sure about the level requirement, but the tidbit I can give you is that if you don’t get enough kill credit, you do not get credit for the event. A good way to keep track is see how many exp things pop up from mobs you fight at those places. The more damage you do to a monster, the better chances of getting kill credit (and having a party helps, although you need to tag a monster before getting credit from your party member’s hits). Loot drops when you have the kill credit, (get xp on monsters death).

A lot of the times, parties of people do AoEs ahead of time and kill monsters before you can do sufficient damage to get credit.
