Well to be fair Balthazar has the most wanted karma items so it should be the most difficult, too.

A quick look on gw2stuff.com shows me that Northern Shiverpeaks, Sanctum of Rall and Tarnished Coast all have Temple of Balthazar open right now.

Click on All Servers (N/A) and it gives you a dot colour/cross reference as to what’s open and where.
