No you can’t. The wings are a reward in participating in a specific event that was only active for 2 weeks. See it as a festival shirt. You only can get the shirt if you was at the festival.

Sunless wings are were a 1 time event item tho It could make a come back in the late future with how anet works (likely Cash shop) best replacement would be the holographic wings you can buy in TP for a few gold
