No, you don’t get more chest from the same event using the same character on different servers.

Fate, correct.
It was likely an honest mistake but the spread of false information is rampant.
Current Facts:
1. You are eligible for ONLY 1 chest reward per day/per character per event.
2. The reset is 7pm EST, same as the daily.
3. You can still do the event more than once/day on the same character and can get the medal/xp/gold for participation , but no chest will spawn.
4. Guesting does NOT make you eligible for more than one chest per day/per character.
5. Guesting does allow you to take advantage of events starting at different and potentially more convenient times than if you used only your home server.
There are plenty of other things that can be said currently about the event and chest state of the game but in the words of Kevin Bacon:

its just anoying cos ppl in my guild cant get any world events as we go straight to over flow
Anet hasn’t released data on this so it can’t be included in the “facts” list, however, the lag and overflow issue probably has more to do with an overall increase in people from your own server participating in the events and taking space on the server as it does from those guesting. Everyone is up in arms about the situation and just assumes it is from guesting rather than looking at the most obvious and likely source of the issue: a big spike in your home server’s population now participating.
Banana, this is partly true, but not entirely. There are more people going, yes. But there are people hopping servers to chain dragons together on all of their characters (Jormag 3 times in 30 minutes on 3 characters…). This is increasing the population, and denying the people that are actually from that server from participating.
I agree this is happening and acknowledged it in my post. However, most people who are religiously guesting like you say know to pick the lowest starting population servers as their guest locations to lessen the chance at getting thrown into an overflow. All I was pointing out is that the largest portion of the influx of players is probably from the home server simply because it is now worth doing the events. I said very plainly that without having the data from Anet I can’t prove that hypothesis any more than you can disprove it but I still believe as stated above, it “probably has more to do with an overall increase in people from your own server participating in the events.”
Not that the source of the issue changes things on our end though. Lag and overflow issues are present regardless of their source. But it is determining the source that will help predict their most likely solution. Currently, my best guess is here.
If they aren’t allowed to hop to a different server to claim that “extra” loot then why are they doing it? I’m missing events on my own server because of guesting and I think it’s ridiculous. WAIT for your server to pop a dragon or go to another that has less wait time on your server, it’s really not that difficult. This is beyond frustrating. I really think guesting should just be dungeon specific.
