Nevermind, I found the final one in Sea of Sorrows.

I have given up. I tried to find my last item for the last few days. I even guested two other servers every day and I never found anything I didn’t already have. sigh
Was the last achievement I needed. ; ;

i found three on my home server, 1 at isle of janthir, 1 at yak’s bend, 1 at fort aspenwood
