What level for Flame and Frost story content?

The one in the Wayfarer Hills (way up north) is lvl 80
BUT I could do it with my lvl ~50ish toon, upscaled, I guess.
You get upscaled for both Events. I was doing them with a friend yesterday with a lvl 23 character and a lvl 38 character. We were able to do them quite well.
