Nope.
All of it takes place in starter zones (more or less) and those that are max-level (the story instances, and possible the coming dungeon) upscales you.

This is true (at least for past stuff). Just a warning, low levels are going to have harder time than higher level characters, since it only upscales you’re level/health, not the armor/weapons you use.
