Can't create topic on Archive Suggestions
Once a sub-forum is archived, no one can create topics or post in that sub-forum in any way. That is what ‘archived’ means.

The Suggestions sub-forum has been archived and is read-only. We’re directing players to leave feedback & suggestions in the sub-forum which best fits their topic. As example, if you have a sPvP suggestion, we ask that you post in the sPvP sub-forum. If you have a crafting suggestion, we ask that you post it in the Crafting sub-forum. This ensures that the Developers on these topics will see it. For all topics which do not have a specific sub-forum, you can post in the Guild Wars 2 Discussion forum, which all our Developers visit.
