Guild Wars 2

I notice in Dev-Tracker an answer that makes me interest in the thread itself. So I clicked the link and the thread is empty. In topic overview I see the thread title crossed out and a lock sign behind.
What’s the meaning of posting an answer and seal the thread so that no one can read it, or just read an out of context answer in Dev Tracker.
