Currently instabilities are based upon difficulty level, meaning people can skip instabilities altogether.

Potentially a person can do the same instability (level 50) 20 times, without ever having to deal with the others provided they’re grouping with level 50s.

This hardly seems what was intended.

The obviously fix is to make instabilities based upon personal level. So that potentially each member could be effected by a different instability.

This isn’t perfect, as I think part of instability balancing was that everyone had the same one. But it’s certainly better than people just choosing the easiest instability and doing that over and over again.
