Mistlock - why not absolute random?
I think a pool of instabilities depending on certain levels would prevent people from simply re-rolling to get easier ones. But I do like that idea alot more.
You are pointing out the main reason yourself in your post.
“So players can roll for easier”.
That is not the point of them. You are not supposed to be able to “roll for easier”, you are supposed to finish all of them.

Some instabilities are more challenging than others, so it makes esne for them to appear on later levels. However, I don;t have a clue why level 36’s is there, it does practically nothing, especially given how useful CC is in this game….

As it is now, you can “roll for easier” in a way by skipping a level you don’t want to do, and joining a group at a higher level, and once more people reach 50, there will be 1 or 2 levels in the 41-50 tier that most people will agree are the easiest.
I think it’s a great idea of having a more random systeam.
Maybe every tier can have a pool of ten instabilities, and every fractal pulls a random instability from that pool.
IE, 4 different instabilities at lvl 45.

True enough. But that still requires some people to have completed them in the first place, since they need to unlock the higher tiers.
Having a pool as you suggest might work rather well though. I am just against being able to get the easiest Instability at scale 50 for example.

Blind is a CC.
How about the MI being a daily thing, all day every fractal would have the same one and changes at daily reset
If it was random, everybody could just reroll till he got an easy one.
Currently at least one person of the party has to have cleared each instability.
as she finished beating me up a mole times.
Let’s try something you’re actually good at.

If it was random in mine suggest – you could roll only for first fractal, but you can’t roll for 234.
