Yes thy did change something. There are several posts that go into more detail so I will give the short answer.
11-20 → 1 chest
21-30 → 1 chest

They should change it back to be based on the tier.
Agreed wih you on that point. The LFG does confuse the matter, perhaps that should be added under the suggestions forum.
It’s very weird that the daily rewards are out of sync with the agony scaling. Right now you can do, for example, lvl10 and lvl11 back-to-back (you don’t even have to leave the instance!), which have virtually identical difficulty and get two daily chests in a row.
