Q:
Are the Halloween skins permament?
A:
Hey guys, since there’s been a lot of questions, here’s the deal with the weapon skins. Basically there are two types of weapons for this event:
- Craftable – There are a number of weapons that can be crafted from materials that come from Halloween content. They are exotic and they have their own stats. You can craft these at any time of the year, but there are certain components that will only drop during Halloween. Since these weapons are really cool, we allow you to rent them from an in-game vendor in Lion’s Arch. They’re pretty cheap (you can buy them without paying gold) and yes, they expire in four hours. Basically, everyone will have a chance to get in the spirit of the season. To that effect, these weapons have auto-scaling stats but you can’t transmute them. For those of you who want to stay “festive” all year round, you’ll have to delve in the content and put the weapons together.
- Purchasable Skins – These are available in the Black Lion Chests. They are a one-time use skin that you can apply to anything, I believe, and from there transmute that appearance to something else if you need to. You cannot rent these from that vendor in Lion’s Arch.
There’s also a bunch more gear, goodies, and crafting recipes to be discovered in the content itself!
I was wondering the same thing, it would be a real darn shame if you spent time getting those items only to lose them within a few hours… Quite disappointing really.
It would suck for them to disappear, especially if you spend gold or real money to buy gems to purchase keys to open the chests.
Halloween skins appear to have a 4 hour timer:

I am still hoping the timer is on applying them so that you can’t hoard the Halloween items but the skin is permanent…

From that video, it looks like the items that have a timer are actual equipable weapons. This seems to suggest that the weapon only hangs around for the 4 hour timer listed, but that doesn’t seem to indicate whether the skin itself is limited to 4 hours. If you transmute the look onto another weapon, theoretically, it should be permanent from there?

I’d really like to hear from Arenanet on this one… I’ve already picked up a ton of gems for keys to open all my chests and I would kind of feel cheated if they were only temporary…
I wouldn’t have bought any gems if I’d known I wouldn’t be able to keep anything… whats the point?
maybe the ones from the chests are perm.
If they aren’t permanent I will be extremely upset.
They do have a 4hr timer on the preview from PC gamers. This doesn’t make any sense to me. If it’s transmutable why only 4hr to do it?
If you can’t and it expires in 4hrs then what’s the point of getting one in the first place? They should at least last until Halloween.
The only thing I can think of is maybe you have to do something with it, like use it as a recipe for the mystic forge to get the permanent version. (Hopefully this is the case or hopefully it was just a timer so the people previewing the event couldn’t keep the items.)
Looks great though!

i think that was the timer for how long until the “Beta version” for the PC Gamer crew to purchase it. i strongly believe that you will be able to keep the skins
I believe the chests will drop the permanent versions.

Thanks for the clarification. There you go, folks. The skins from the chests are permanent.
Been hoarding my Black Lion Chests since I heard there were going to be goodies in them!
I’m confused. It’s confirmed the skins from chests are permanent, but apparently we can craft the same exotic Halloween skins, except the mats only drop during Halloween? But there is a vendor with the same Halloween skins which are non-permanent?
So for permanent, we can either craft or get from chest? The same or different skins?
And a vendor is temporary?
The craftable skins and the Black Lion Chest skins are completely different from one another.
Are craftable skin craftable from Lv1 crafting?
I’ve personally ignored crafting and sold all my materials harvested so far as I’m not interessed in crafting atm.

While you’re around Anthony, can you let us know what the percentage chance is on the chest drops?

The weapons are exotic, so you will need maxed Weaponsmith.
I hope they are sellable. I could make alot of gold off of this holiday :-D
Excited Anthony is talking to us.
I guess we’d just like to know what are going to be permanent, as those items will probably be worth more and harder to obtained (and possibly sold for more!
Also, figuring out recipes is going to be interesting. Going to be like an easter egg hunt.
You don’t necessarily need weaponsmith maxed, but the permanent craftable weapons are level 80. And they are sellable.
So, if you’ve a bunch of Black Lion Chests stockpiled from before the event, can you unlock them during the event for goodies?

As long you have the keys, Yes.
Oh goodie!
Thanks for the intel.

about time Anet listens to these questions. Kudos
Will there be previews of the halloween skins so we know what we want and will need?
One last clarification if you’re able to provide, are the crafting recipes purchased or are they discoverable? Thanks for all the info you’ve provided!

from what ive seen you can purchase recipes with karma.
Will the skins from the BLC be account bound or tradable as well?
Thank you for great communication Anthony! Really appreciated!
It says the items from from chests on the 23rd but the event starts 22nd? Please clarify?

So, you can either rent the skins, or craft them permanently? Or do you pay the crafting materials to rent them temporarily?
A few questions and comments:
1. How will we know how many weapon skins, costumes, recipes, and permanent items will be available during the event?
2. How will we know how to craft the more permanent items? Recipes? If so recipes, wouldn’t purchasing with Karma prevent lower level players from obtaining these recipes during the event, since they won’t have as much Karma as the level 80 players? With the given time of about 10 days of the event, will that be enough time to gather the materials and karma that will be required to craft/obtain these items? I would assume you can only use items from the event to craft the weapons/skins and such. As said, there will be gear crafting that doesn’t require the max level, but requires level 80 to use; don’t you think that dissuades players from moving to get such items?
3. Weapon skins and perhaps other things will be available in black lion chests; a chance, anyway. What’s the likely hood that we will get a weapon skin from a chest? It would make sense to have a high chance to get these, but I would like to see confirmation on the likely hood.
4. It was mentioned that these craftable items can be sold; not that this is an issue, but does this mean that after the event and the materials needed to make the items are gone, that the prices for these items will skyrocket, as they are no longer attainable? And after the event is over, can it be said that players will be able to craft and attain the items next year during Halloween?
5. How will players not familiar with the information on the event, be able to find discover all the information within the game? Meaning all event related quests, what npcs to talk to, location upon logging in?
The Halloween event is a great idea and I love the features that will be added; but I feel like players who want to fully enjoy the event should have a chance to do/obtain everything on an equal playing field with higher level players during Halloween. The purchasing of recipes with karma, and crafting items that can only be used at level 80 seems to tip the scales somewhat imo. Perhaps some can answer/consider this, and more confirmation and facts revealed so we can understand a bit more.
Thank You, and hope to see you all during the event.
We are sworn together by our blood…
you can rent the weapons OR craft permanent versions. His statement is very clear. Also says the renting is able to be done without gold… maybe karma then?
Whats not clear is how difficult it is going to be to get the pieces necessary to craft the permanent versions…. probably going to be quite difficult, I would assume.
Thanks for letting us know, I was a tad worried.
oh, I guess I heard that it’s not karma, but you use candy corn to rent them lol :-)
Can we (permanently) buy the Ghost Tonic/Costume showed in the PCG Preview? It looks awesome

Oh that’s exciting that there are permanent craftable weapons! I might just have to spend the week grinding mats so I can find a guildie to make them for me. O.o
I’m also a bit sad there are no armor skins. I’d love to have a full head to toe Halloween look, and as a Tailor I’d be able to make my own stuff! Just a thought for the next event.
I want to know what the drop rates are on the BLTC skins, because whether or not obtaining keys for that purpose is worth it to any person who is thinking about it rationally (I mean in terms of “expected value,” to put it in probability terms) is fully dependent upon what the drop rate is, regardless of whether they buy their gems with real money or with in-game gold.
Fake money or not, I don’t much like gambling when I have absolutely zero clue what the odds are. (It takes time to acquire, after all.) I guess we’ll at least have people’s estimates soon enough.
For all of the talk about “transparency” in this game, I don’t like how the item rates for Black Lion Chests are not officially stated anywhere, given that they are a thing that some people spend real money on. (I don’t personally spend real money on them, nor do I intend to, but that’s besides the point.)
It seems that for most equivalent things in the non-digital realm, the odds have to be public by law, even. Of course I’m sure the technicality here is that you don’t actually get to “own” any of the stuff anyway. The game is property of ArenaNet and yaddda yadda yadda…

I think I might just craft a few of these weapons then, and then resell them later when the prices are reasonable. It might be a suitable investment, just like the Mystic Forge Conduit, which I have yet to sell on the TP.
Thanks Anthony for the info!
I am Fleeting Flash, in-game dungeon cosplayer of Reddit Refugees [RR] .
I have one question slightly off topic is the halloween items in the tp going to be all that is added or will there be more as phases unlock just dont want to blow all my gems on day 1 and find out some cooler stuff is released
I bought a 5 pack of keys and opened 5 chests. No additional keys found, and nothing remotely Halloweeny in any of them. Going to hold off buying more keys (I still have 50+ chests banked) until I hear people are seeing the Halloween stuff from them.
I’ve seen people running around with the scythe, so they are definitely there. Dunno about actual drop rates though
What do I do with a Gift of Souls?
but the crafteable weapons how you get the recipe for it also from chest?
