Can someone explain how to get the lvl 80 rare version of mad memories?

I think people are transmuting the skin on the level 80 back item you get during the storyline.

What rare back item from the storyline are you talking about? I only saw a Masterwork.

To get a masterwork level 80 complete Mad Memories you must :
- Complete Phase 1 of the Scavenger Hunt
- Complete Phase 2 of the Scavenger Hunt
- Complete your Personal Story up to the point you get a level 80 back item reward
- Acquire a Fine Transmutation Stone
- Transmute the Look of the Mad Memories onto your level 80 back item.

- Complete Phase 1 of the Scavenger Hunt
- Complete Phase 2 of the Scavenger Hunt
- Be a member of a guild that has the ’Guild Armor Contract upgrade
- Purchase a level 80 guild backpack for 5 gold
- Acquire a Fine Transmutation Stone
- Transmute the Look of the Mad Memories onto your level 80 back item.

Except that the story line gives you a masterwork back item, not a rare back item.
