Can you get the Weapon skins any other way?
I was once like you, ignorant and hopeful.
Sorry, you poor sap. There is no other way to obtain that skin unless you purchase it with gold from the trading post, you trade someone for it or you get a lucky drop from a Black Lion Chest (or Mad King Chest).
For me, I only want the Scythe Staff skin and when I heard about it, I also made a couple threads trying to figure out what I could do to piece together my goal.
~GW2, can I enthusiastically participate in your various events, partake in the festivities and maybe get a scythe as a memento?~
“No, Leo. You may not. But you can have this book backpack that you see everyone else with”
~Okay, GW2, I’ll take your book…but perhaps I can use my achievements and goodies from this event to aid in crafting one?~
“No, Leo. You can craft a Crossing Staff skin, but not the Scythe Staff skin.”
~But why, GW2?~
“So that they are rare, that is all.”
~Well what must I do to get this prize, GW2? I really fancy that skin…~
“Although your chances are bleak, you can open these chests for them.”
~Oh! So then there’s ways to get keys in this event!"
“No, Leo. You need gems for keys.”

“But you can exchange in-game gold for gems.”
~But GW2, I don’t have…~
“Or you can use that gold to purchase the skin from another player, but the prices may vary.”

“Or farm for keys as they rarely drop as loot from foes.”
~GW2, I’m willing to farm for whatever I must for that skin but how much must I get?~
“Leo, it is no small task. I see you’re only level 63. Perhaps you should wait until you’re level 80.”
~But the Halloween events-~
“Power leveling to 80 shouldn’t take long with some crafting and then you can farm faster and more efficiently.”

Hey Leo, they should just mail you one eh? I mean obviously you deserve one simply by being. How about they give you your cultural armor too? The game is supposed to be fun right?

You speak to me as if I’m not in the game right now, killing stuff to sell their drops for gold so I can buy what I want, i.e. earn what I want.
Is that not enough for you? Should I be praising someone that an event that’s suppose to be festive is turned into work?
I just hope that in the future, whatever new events don’t make the same mistakes as this one…or not have decent looking skins I want locked behind pointless aspects like rarity and uniqueness.
Perhaps they will give everyone a free weapon skin in the finale event.
Its only work if you make it feel like work bro. I play a dagger thief. Guess what? You can work your way up to the skins. However. I cant get the crossing or the greatsaw skin. I get a crappy walmart skin for my daggers. Am I sitting on the forums complaining that only Greatswords get good skins? No.

I got my skins after exchanging Lion Chest garbage for Mad King Chests. Much better odds.
Then you’re complaining about the wrong thing.
You can ‘work up’ to getting a skin but not doing the holiday events. There’s really nothing you can profit from while doing the event…hell, you shouldn’t even be concerned with making a profit when you should either be enjoying what you do in-game (for me, running dungeons) or just horsing around with these new events.
It’s the anti-thesis of the event: to be focused on lining your pockets to get what you want from it. Because you can’t line your pockets by doing the event so you have to do something that isn’t the event.
I feel I can complain all I want because I’ve fully accepted the problem. I’m not kittening about gambling with chest, the high prices on the skins or even the rarity of it. I’m kittening that I’ve taken on such a silly task in this game if only because there’s no other way around it but simply turning up my nose to skins completely.
