I’m pretty sure I’ve read it somewhere from a red post (or twitter) that the costume brawl is going to be a permanent feature. I just want to double check this? Also, if it is, I’m assuming the community achievement for it stays as well?

The short answer is, yes, it’s a permanent feature. Presumably the achievement stays because it’s under community and not special event achievements.
