I see all of these achievements for the new Halloween quests and hearing things are happening in Lion’s Arch. But I can’t get there. I’m only level 15.

Your race’s home city has a portal that will take you to Lion’s Arch, you don’t have to walk there. You can get there at level one if you wanted.

you an also use pvp button and get to LA through the Heart of the Mists/ WvWvW
