Guild Wars 2

Has anyone gotten the first tier of this achievement yet? I thought getting the Mad Memoirs would get this achievement, but that doesn’t seem to be the case. Devs, is it bugged, or will there be something else soon(like the hint about the Ascalon Settlement tower) to activate it?

I’m wondering this as well. Wiki isn’t much help on it.

I imagine this will have something to the events that occur in the middle of LA during the 4 chapters of the holiday. I think it’s pretty likely that the progress bar for the current event in LA will continue to show progress over the next day or two and culminate in some sort of event on the day before the 2nd chapter begins.
