Where do you get the mystic tonic recipe, or do you have to discover it with 400 artificer?

or can u buy them from a vendor or something, or can u buy the recipe somewhere.. ?

I discovered my mystic tonic recipe by accident just experiment with some stuff and you’ll find it but it doesn’t have any good use i recon so why would you want to make em?
