Guild Wars 2

So, I’m looking for some confirmation on this.

1. You need to do all halloween achievs to get the Mad King title? true/false?
2. Several of the achievs including Attend the Party, Halloween Events Completed and the tower puzzle can’t be done untill later phases?
3. If you somehow miss out on an achieve, will you be able to continue next halloween? (not expecting anyone to know this except devs perhaps)

On a slightly related note, titles are account bound and can be used on any character at any time?

1. Most likely yes, why would they have the other ones there if not for the achievement.
2 Yes, these will be announced later Im assuming
3. I dont think so, What about people who finished the achievements?

Yes, I just confirmed that titles are account bound
