If i buy a Witch’s Outfit or a Mad King’s Outfit, does it stay in my account forever or i can use it just one time ? And can i use it in all my characters ?

Stays with your account. It is account bound. Store it in bank to swap it between characters.

As long as you don’t delete the character its on (if you do its gone forever, till you buy it again).
