Is it bugged or what do i have to do, to enter or make the pumpkin portal come up? been searching and asking for 4hours now.

On my server, the most reliable place for the portal doors is Queensdale. If they aren’t up, hang around Shaemoor Village and wait for the meta-event to start. When that completes, the doors become portals.
Once you get in to the Mad King’s Realm, speak to the Lunatic Boatmaster to get to the Clock Tower.
